The photograph designated as number 18 was captured on inside Tier 1A of the Abu Ghraib detention facility, located 20 miles west of Baghdad. According to declassified CID investigative notes, the image documents a hooded, naked Iraqi detainee standing at the rear of a concrete cell. Standing nearby is a U.S. soldier identified in records as Sgt.
