Belinda Balluku (born 9 October 1973) is an Albanian politician who served as Deputy Prime Minister of Albania from 2022 to 2025 and as Minister of Infrastructure and Energy from 2019 to 2025 under Prime Minister Edi Rama. She has also been a Member of the Parliament of Albania representing the District of Tirana since 2021. During her tenure, Balluku oversaw some of the country’s largest infrastructure projects, including the construction of the Llogara Tunnel and the Tirana Outer Ring Road.
